As an example, if a team is at 50 mil and the cap is set at 60 mil, then that team would have 10 mil to sign another team's FA with.

On the other hand, if a team is at 60 mil or more and the cap is set at 60 mil, then that team would have 0 to sign another team's FA with. That team would have to rely on a sign and trade or an exception. Two most commonly used exceptions are:

MLE - approximately 5 mil (depending on avg players salary)
LLE - approximately 1.5 mil
Minimum salary - depending on player's NBA experience

The exceptions cannot be combined with a team's under the cap money, but the exceptions can be split among more than one player. The above is a basic illustration. There are a tone mor exceptions and rules (especially signing your own players to extensions) http://en.wikipedia.org/wiki/NBA_Salary_Cap

Most teams are in salary cap hell (like NY) b/c they trade expiring contracts for longer term contracts which pile up and overlap. Other teams are above the salary cap due to the larry bird rule(signing your own FA player beyond the cap).

milo, buss has said he will pay luxury tax for players worth the tax. (In fact the KG talks began b/c buss told taylor he would extend kg.) Keep in mind, though, u cant sign players for anything, other than vets min, mle, or lle, when team is at or above cap.

[Comment ID #21629 Will Be Quoted Here]

getting rid of Kwame Sasha LO Vlady Mihm Turriaf will be more than enough cap space read my entire comment and you will see that the only person i failed to mention was Turriaf and i would gladly get rid of Walton to make space for JO Artest or others.(Yesterday)

I hope the Lakers can beat Memphis by a good 20 points tomorrow, but i got to admit im looking foward to seeing Miller and Gasol.I wish the Lakers had like a James Jones or Miller who can shoot the three at a higher %.Actualy i dont know what rank Miller has on his 3’s but i think Vladimir is just not cutting it and any other 3 point threat would be better than him.Miller also plays good defense it’s no mistake he was on the all American defensive team in the summer.I wish Mitch could pull off another steal and get him or Gasol from Memphis but i really doubt that would ever happen. If we could have one more solid starter in the roster then we can start talking about a posible championship, but until we dump all our trash (Vlady Mihm Kwame Sasha even though i like him) then we just wont aford to get that extra player that will bring us to the next level.Yes i said it the Lakers are yet to make a move that will bring them up to par with the elite teams in the league.Anyway i still love my Lakers and think that next season will be the one where they will make a strong comeback if we can get rid of some of these lames. We have Kwame and Sasha of the books so thats a positive start.I look for a JO if he oppts out or Artest if Mitch can pull off that trade. There will also be other free agents out there that will be willing to come here if the Lakers can at least go deeper into the playoff’s and show that they are not just a first-rounder and out.And i trully beleive that the Lakers are going to go deeper into them this year.
And mark my words! the Lakers will bounce Phoneix in the second round this year and i will be loving every moment of it ohhhh yeaaahhh.

reality check:
brand - 16 mil
maggette - 8 mil
JO -21 mil
Artest - 8 mil

With Kwame and Sasha off the books and assuming that Turiaf is not resigned, Lakers are still at or above the cap, which means they will have MLE or LLE to sign FAs with. Which one of the above will sacrifice millions of dollars to come and do us a favor? (That is rhetorical - the answer is obvious)
